Catherine isn't quite right. *All* providers of telecommunications
services, including competing LECs such as MediaOne, are required to pay
into the universal service fund for telecom.
What she may be thinking is that MediaOne in its role as a provider of
Internet access does not have to pay into the universal service fund for
its Internet-related revenues, but neither does any other ISP. MediaOne
telephone service is a different beast, both technically and legally, from
MediaOne's Internet service.
Note also that MediaOne's local cable franchises may contain obligations
to build out the cable system to at least some of the relative
hinterlands. Note, though, that cable franchises are on a town-by-town
or county-by-county basis, not a statewide basis as is common for
telecom operating authority.
