No, they're not required to pay into the universal service fund... I'll
look for the legal review on this issue, I think you can get to it from
the Alliance for Community Media site, http://www.alliancecm.org
I've just gotten out of 2 years in the cable industry dealing in data
services. They also can't promise emergency level services: ie. cable is
cut far more often than telco services: cable plant just isn't reliable.
