Hello Everyone:

        As you know, the FCC has initiated two proceedings under Sec.
706. Therefore, all who care about ensuring that affordable, accessible
telecommunications technology is universally available now have an
opportunity to tell the about the importance of such access to your
constituents and the improbability that it will occur without pro-active
federal and state policy.

        APT is urging commenters to participate in the FCC's factfinding
inquiry on the scope and pace of deployment of advanced
telecommunications capability. Sec. 706 requires the Commission to
complete the inquiry within 6 months and to take "immediate action to
accelerate deployment" if it finds progress unsatisfactory.

        The FCC's notice specifically requests input on APT's proposals
for stimulating demand for telecom services in underserved communities
to help make them more attractive markets to providers. The proposals
are found in paragraphs 70-73 of the notice, which you may find in the
text version of the notice at
http://www.fcc.gov/Bureaus/Common_Carrier/Notices/1998/fcc98187.txt (20
pages). Also, I've included these paragraphs at the end of this
message. The Commission seeks comments by September 8, 1998, and reply
comments by October 8, 1998.

        Additionally, the FCC has begun a rulemaking proceeding to
consider revisions to existing rules in its effort to promote
investment in advanced telecommunications networks. That notice of
proposed rulemaking is available in text form at

(approximately 120 pages), respectively. Comments and reply comments in
the rulemaking are due on September 21 and October 13, respectively.
