Subject: VocalTec offers bandwidth for good causes, what should they do?

VocalTec (http://www.vocaltec.com/), which is company that sells
Internet telephony software and helps companies deliver various Internet
telephony services, has a proposal to provide for public use some 10
percent of capacity on networks used for Internet telephony services.
Question is, they say, who gets the 10 percent, and how will it be used?
They want to meet with the Roundtable in September to ask for non-profit
involvement to develop or propose experiments to see how this might be
done. Suggestions to this list would be welcome too. Jamie
