My experience, living in the 'hood as I do, and having negative
housemate experiences wrt phone bills, is that long distance charges are
less of a problem than is 900# calling. (This of course is anecdotal.)
E.g., one housemate had her own phone line and racked up $1800 in 900-
number calls in one month, which she didn't pay, and the line was
disconnected. Fortunately, Bell Atlantic had just added 900# blocking
so I put a block on all the other lines in the house, etc. (cf. Milton
Mueller's study a few years back in Camden, NJ.)
