Speaker Bios:
Diane Cornell has served as Chief of the Telecommunications Division of
the FCC's International Bureau, http://www.fcc.gov/ib/ since its
creation in October 1994. The Telecommunications Division is
responsible for international policy rulemakings, facilities and
services authorizations, and multilateral and bilateral conferences.
Ms. Cornell also handled these issues in her previous role as Chief of
the International Policy Division of the Common Carrier Bureau before
the reorganization which created the International Bureau. She also has
served as a legal advisor to former FCC Chairman Reed Hundt and to
commissioners Sherrie Marshall and Patricia Diaz Dennis, has worked in
the FCC's Office of Plans and Policies, and was a senior associate at
the law firm Squire, Sanders and Dempsey.
David Leive is of counsel to the law firm Latham & Watkins. In
addition, as Chairman of the International Telecommunication Union's
Regulatory Colloqium, he organizes high-level international
consultations and, based on these discussions, has authored Chairman's
Reports on regulatory reform, interconnection, universal service,
media convergence, global mobile personal communications systems,
trade in telecommunications services, and the international accounting
and settlements system, available at

Mr. Leive served for twenty years as the General Counsel of the
International Telecommunications Satellite Organization (INTELSAT). He
has written widely on international policy matters, including the book,
International Telecommunications and International Law: The Regulation
of the Radio Spectrum.
