Apparently the NY PSC did not approve its March 17, 1998 staff report
on Bell Atlantic entry into long distance on April 1, and it looks as
though the process might be slowed down a bit. This is a good thing.
The comments on the proposal indicate it would limit unbundled access to
POTS only type services in some markets, excluding access to data lines
(such as T-1s), according to some comments, and eliminate required
access to unbundled network elements altogether with 3 to 5 years (the
phaseout depending upon the market), which seems like a joke, given the
low level of penetration by facilities based competitors, particularly
in residential markets.
People who want to do business in NY or any other Bell Atlantic state
should look at this, since many think the NY case could be an important
precedent.
