I sent a more lengthy response to Andy personally. I didnt mean to
suggest that Andy had many any such suggestion. My concern is agreement
with Andy's comment that the list should create a space where the
Internet industry feels free to discuss these issues. Then I brain
stormed about the possible options, in part to get all of your feed back
concerning what you think would be best. Ultimately I agree with Andy's
comment's below. If the competing industry shows up on the list and is
willing to discuss these issues, that the list can also serve the
purpose of opening the dialogue.
The Washington ISP Association told me about a CO on a peninsula serving
four ISPs. After a lot of name calling, the Association managed to get
all of the parties to sit down at the table and negotiate. The ISPs
started projecting their future loads. The CO could anticipate and
respond appropriately. By sitting down and talking, the association was
able to get the Telco to see that working with the ISPs was in the
Telcos interest and that everyone was going to make money off of this
deal.
The original purpose of the proposed list is to share information among
ourselves on how to achieve what Washington achieved. If we can at the
same time achieve it, so much the better!
