At a recent trade show, many ISPs were discussing the difficulty they
experience getting accurate information concerning telecommunications and
regulatory proceedings.  Naturally, the idea of yet another listserv was
suggested.  Is this a good idea? Would people be interested in it?

Such a list serve would be dedicated to the more regulatory issues,
particularly telecommunications issues.  Such issues could include
* access charge debate
* use of DSL lines
* Advantages of becoming a CLEC
* Interconnection rights
* access to ISDN lines
* Universal service opportunities
* notices of upcoming proceedings such as the upcoming Computer III remand
  and the innovation proceeding.
* Access to tariff information
* Pending legislation which would expand federal or state regulatory
jurisdiction over the Internet (such as SPAM legislation)

This listserv would serve both as an area of discussion of these
regulatory issues and as a vehicle of notice of proceedings.  Efforts of
dealing and negotiating with telephone companies can be shared. 
Solutions to bandwidth problems can be proposed and debated. 

Let me know if you are interested.  The Washington State ISP Association
and others have expressed interest.
