I don't know whether the Palo Alto people were advocating 
usage-sensitive charges (per-minute or per-bit or whatever). I'd be 
against that. But "charging according to the amount of bandwidth they 
use" could also mean allowing people to pay more in order to reserve 
a fixed amoutn of bandwidth.  That's fine, in my opinion, and it's 
what protocols like RSVP are meant to support. David Clark, TCP expert, 
suggested a sophisticated way to apportion bandwidth when congestion 
occurs. See
