Description: At meeting of National Association of Regulatory Utility
Commissioners, US Telephone Association spokesman rails against
recommendations of joint board. Sees shift of funding falling to
incumbent local telephone service providers. Others say new 
competitors will have too much of a burden to bear with providing 
discounts to schools and libraries.  Suggest that state and local 
taxes support wiring schools, not telephone ratepayers.
