Dear Colleague,

Attached is the Douglass Policy Institute's statement on the signing
of the Telecommunications Act of 1996 (DPI is the education and 
research arm of the Council of 100).

Please take note that DPI is planning a national issues forum on
telecom to focus on the impact of the legislation on small businesses
and public schools' access to innovative educational and information
delivery systems.  Please drop me a line if you would like more

DOUGLASS POLICY INSTITUTE STATEMENT ON PRESIDENT CLINTON  
SIGNING TELECOMMUNICATIONS ACT OF 1996


The following statement may be attributed to Milton Bins, chairman 
and chief executive officer of the Douglass Policy Institute:

     "Now that the Telecommunications Act of 1996 has been passed by 
the 104th Congress and signed into law by President Clinton, the 
Douglass Policy Institute will turn its attention to raising public 
awareness of the impact of the legislation on the American people.  
We will focus our activities on the legislation's impact on teaching, 
learning and small businesses.  The unfinished business of telecom 
reform is to ensure that the nation's schools will have access to -- 
and the capacity to use -- new information and educational delivery 
systems so that all Americans will have the opportunity to be prepared 
to compete in the knowledge-based, global economy of the 21st century."
