I appreciate you keeping the audience informed on current
telecommunications legislation.  I don't understand the
rush to push HR1555 and S652 through the House and Senate
by the end of this year.  Why does Congress feel that if
the bill is not passed this year, it won't be on the agenda
in 1996 (an election year)?
