I am a Library Science major at Florida State University and
am taking a somewhat groundbreaking course in Information Policy. One
of my special interests is the dissemination of electronic information
planned for the future. I saw a message recently that Pacific Bell plans
to invest $100 million in California to connect all schools to a network,
free for one year. If they are charged from then on, isn't that a
violation of the Clinton/Gore requirement for free access for all schools
and libraries? This is a kind of "dealer" approach to get the schools
hooked then charge to maintain their habit. I would appreciate any input,
opinions or bibliographic references.
