The W3C RDF Working Groups [0] are in essence all about how to represent
and define semantics. As such, I don't understand your statement. In
essence, RDF Model [1] provides the representation of semantics, XML [2]
provides a syntax to transmit this representation from one machine to
another, and RDF Schema's [3] are being designed to define the
semantics.
