Regarding the collective letter being sent to Administrator Browner concerning
EPA's Facility Identification Initiative (alias Key ID):
Please note that this initiative and GILS, though complementary, are not as
directly related as Jeff Thomas's explanatory letter implies.
For example, the Key ID initiative does NOT actually seek "to create an
automated information system that integrates and makes easily available all
information resources within the EPA through a centralized database that will
serve as an information locator of environmental data". The Key ID initiative
is directed primarily at facility-related information, and does not apply to
all of EPA's data and information resources. This is because EPA is concerned
with many things other than regulated facilities.
I hope this understanding will be of use to you, regardless of whether you sign
the letter.

ps. there is a Federal Register notice concerning the Facility Identification
Initiative, Vol. 61, No. 195, p.52588, dated 10/7/96. It explains the
initiative and welcomes written comments on or before 12/23/96. You might
consider using that route for comments, in addition to or instead of the letter
to EPA's Administrator.
