Subject: Location keyword classification schemes

Dear Reader,

At present I am involved on a contract for the European Commission, one
aspect of which is to recommend a standard for the description of
geographical locations using keywords (the overall contract is concerned
with metadata for geographic, Earth Observation and related datasets).

Would anyone have possible suggestions as to a good source of a
classification scheme fow such keywords?
