Fay,
It seems as though most folks responding want to allow cross-references
to many things in addition to other locator records. I would still
prefer to see locator records produced for those other "things", but
I guess I will have to concede to reality. The ability to cross-
reference broadly seems the better choice, after reflecting on the
dialogue.
