Steve,
I appreciate your concern. However, my suggestion was not intended to
discourage the creation of locator records but rather provide links to
pertinent resources which may never have a GILS record or for those
which may eventually have one. I think it is more important to provide
a relevant cross reference than to restrict Cross Reference to only
other GILS records.
