Fay,
Wouldn't that proposal have the effect of weakening the commitment to
creating good locator records? If it is worthwhile to provide a cross
reference to a relevant information resource, then it is probably
worthwhile to create a locator record describing that information
resource. Users who followed the cross-reference would have the
benefit of reviewing a description of the related resource, formatted
in a familiar manner.
In the US Federal GILS, it is already hard enough to get information
stewards to create locator records -- the proposal would remove one
of the arguments that can be used to persuade them to create a locator
record for the "related resource".
