While we are tinkering away with the Profile definitions, how does the 
GILS group feel about expanding the definition of Cross Reference to 
include not just "another locator record" but also "other related 
information resources" which may not have a locator record but can be 
accessed electronically?  This is supported by the NARA Guidelines and 
makes sense for inclusion in the profile.

Definition: This element is a grouping of subelements that together 
identify another locator record "or related information resources" 
likely to be of interest.
