While I appreciate the advantages of having the GILS profile compatible with
the GEO profile, my initial reaction to the GEO profile structure is that it
seems overly complex for the needs of GILS in general.

Could we not do something less complex, for example:

Time Period Textual (not repeatable (all the applicable dates can be
indicated)
At least one of the Start Date and the End Date would have to be supplied
or both to indicate a range. Time Period Structured could be repeated
if the range is not continuous or if there are muliple single dates,
e.g. 1950 - 1963, 1967, 1969, 1971-1980. This structure permits the
provision of a single date, multiple dates and a range of dates.
