Eliot,

Margaret's e-mail prompted me to take a closer look at Repeatables in the 
section on GILS Abstract Record Structure in the GILS Profile, Version 2. 
 PlaceKeyword is shown as being Not Repeatable, when in fact is Repeatable 
as specifiied in Annex E GILS Core Elements.
